Chicago – December 15, 2025

Former U.S. President Donald Trump has signed an executive order designating illicit fentanyl and its analogs as weapons of mass destruction (WMD), marking a major shift in the nation’s counter-narcotics and security strategy.

The order directs federal agencies, including the Department of Homeland Security, Defense, and Justice, to coordinate efforts to prevent the production, trafficking, and potential weaponization of synthetic opioids. Officials say the move underscores growing national security concerns over the drug’s lethality and its use by transnational criminal organizations.

Fentanyl, a synthetic opioid up to 50 times stronger than heroin, has fueled a devastating overdose crisis across the United States. By reclassifying it under WMD protocols, the administration seeks to enhance intelligence coordination, strengthen border controls, and impose tougher penalties on traffickers.

Experts note that the policy could reshape international cooperation with China and Mexico, two major sources of illicit fentanyl production.
