Chicago – September 21, 2025

California has enacted landmark legislation prohibiting most law enforcement officers, including federal immigration agents from ICE, from wearing face masks while carrying out official duties.

The law, signed by Governor Gavin Newsom, responds to mounting public concern following recent immigration raids in Los Angeles, during which masked agents made mass arrests and sparked widespread protests.

Set to take effect January 1, 2026, the law requires law enforcement officials to remain identifiable by name or badge number, aiming to promote transparency and accountability. Exemptions allow masks for undercover operatives, medical protection, wildfire response, and tactical gear.

Supporters, led by State Senator Scott Wiener, say the measure is a direct challenge to “secret police” tactics, asserting that masked officers undermine trust and create fear within immigrant and marginalized communities.
