A federal judge has issued a nationwide injunction blocking a Trump administration policy that would have barred children living in the U.S. illegally from enrolling in Head Start, a federally funded preschool program. The ruling, made by a judge in Washington state, came after legal challenges from Head Start organizations and a coalition of 21 Democratic attorneys general across multiple states.

The policy aimed to reclassify certain community-level programs, including Head Start and various health clinics, as federal public benefits, thereby making them inaccessible to undocumented immigrants. This reinterpretation marked a shift from longstanding rules established during the Clinton administration, under which some community services were available regardless of immigration status.

The judge described the policy’s rollout as rushed and expressed skepticism over the administration’s claim that the previous interpretation had been incorrect for nearly 30 years. The decision protects access to essential early childhood education and community services for immigrant families while the legal case proceeds.

Officials from the Department of Health and Human Services (HHS) have disagreed with the ruling and are evaluating their options. The policy change had raised concerns about disrupting care for over 100,000 children nationwide.
