Chicago – October 28, 2025

A federal judge has ordered senior U.S. Border Patrol official Greg Bovino to meet with her daily at 6 p.m. to discuss immigration enforcement activities in the Chicago area following complaints of excessive force during recent operations. The order comes amid controversy over tactics used by federal agents, including the deployment of tear gas in neighborhoods and incidents involving children during Halloween festivities.

U.S. District Judge Sara Ellis expressed deep concern over reports and footage showing agents using aggressive measures, notably tear gas that affected children heading to Halloween celebrations. She emphasized the importance of agents acting within constitutional limits while enforcing immigration laws. The daily meetings aim to provide the judge with updates on enforcement actions and ensure compliance with court orders.

Bovino, who has led immigration operations resulting in over 1,800 arrests since September, was also ordered to submit use-of-force reports and requires body cameras for agents to enhance accountability. The judge’s stringent oversight reflects heightened scrutiny amid ongoing lawsuits alleging excessive force in Chicago’s immigration crackdown.

The judge’s move marks a rare direct intervention to monitor federal immigration enforcement closely in a major U.S. city.
