Bessent announces crackdown on undocumented immigrants’ use of U.S. banks

U.S. Treasury Secretary Scott Bessent has announced a renewed effort by the Trump administration to crack down on what it describes as the misuse of the American financial system by undocumented immigrants. Speaking to bankers, Bessent said the administration would not tolerate financial services being used for unlawful employment, fraud, illicit financing or other activities involving people in the country illegally.

The Treasury Department’s Financial Crimes Enforcement Network (FinCEN) has already advised financial institutions to watch for potential risks connected to the unlawful employment of undocumented workers and suspicious financial activity.

Officials argue that some payroll schemes involving unauthorized workers can contribute to tax losses, identity theft and criminal financing.

The administration has also expanded information-sharing rules, allowing banks to share certain information about suspicious customers more quickly. New guidance identifies indicators such as the use of Individual Taxpayer Identification Numbers as potential risk factors, while officials insist banks are not being turned into immigration enforcement agencies.

The moves have raised concerns among banking officials and immigration advocates about privacy, compliance costs and potential financial exclusion. The administration says the measures are necessary to protect the financial system and strengthen immigration enforcement.
