Odisha (Jharsuguda) police issued a formal notice to the Rajiv Gandhi Foundation (RGF)—of which Rahul Gandhi is a board member—requesting extensive documentation about the foundation’s financials and foreign contributions. This was prompted by a case filed earlier this year in Jharsuguda, accusing the Congress MP of making “anti-national” remarks.
The notice, issued under Section 94 of the Bharatiya Nyaya Sanhita (BNSS), seeks:
- Year-wise foreign contribution records since RGF’s inception in 1991,
- Bank account details, including authorized signatories,
- Auditor names and contact details,
- Copy of the foundation’s FCRA (Foreign Contribution Regulation Act) licence,
- Specific clarification about donations allegedly received from Zakir Naik and the Chinese government,
- Explanation regarding the alleged diversion of Prime Minister’s Relief Fund under the UPA government
The inquiry stems from an FIR filed on February 7, 2025, under sections of the BNSS—specifically relating to remarks Rahul Gandhi allegedly made during a speech on January 15.
Under Section 210 of the BNSS, non-compliance with a Section 94 notice could lead to penal consequences. In other words, the foundation is legally bound to respond.
