Chicago – November 20, 2025

A federal judge has ordered the Trump administration to end the deployment of National Guard troops in Washington, D.C., ruling that the extended military presence in the nation’s capital lacks sufficient legal justification.

The decision follows a series of legal challenges filed by civil rights groups and local officials, who argued that the deployment created a chilling effect on peaceful protest and blurred the line between civilian law enforcement and military authority. The court found that the administration failed to demonstrate an ongoing emergency that would warrant continued National Guard involvement.

In a sharply worded opinion, the judge emphasized the constitutional limits on federal power over domestic security operations, particularly in the District of Columbia, which has no voting representation in Congress. The ruling requires the Department of Defense and the Department of Justice to coordinate an orderly withdrawal of Guard units within days.

Administration officials have not yet announced whether they will appeal. District leaders welcomed the decision, calling it a “critical step” toward restoring normalcy and reaffirming civil liberties in the capital.
