UK Ends Longstanding Tax-Free Shopping Scheme for Most International Visitors

The United Kingdom is no longer considered a tax-free shopping destination for most international visitors following the government’s decision to end the VAT Retail Export Scheme. The policy change, introduced after Brexit, means that overseas tourists generally cannot reclaim Value Added Tax (VAT) on goods purchased in Great Britain and taken home in their luggage.

Business groups and retailers have argued that the move has made the UK less competitive compared with European shopping destinations that continue to offer VAT refunds to tourists. They say the change has affected spending by international visitors, particularly in luxury retail and hospitality.

The UK government has defended the decision, stating that ending the scheme saves public money and simplifies the tax system. Officials have maintained that there are no current plans to reinstate the nationwide VAT refund program.

The policy continues to generate debate, with tourism and retail leaders urging the government to reconsider in an effort to attract more overseas visitors and boost consumer spending.
