US says Chinese hackers breached Justice Department, NASA, Federal Reserve and Senate

The United States has disclosed that Chinese state-sponsored hackers infiltrated computer systems at the Justice Department, NASA, the Federal Reserve, the Senate and other sensitive agencies, in a long-running cyber-espionage campaign.

On 26 August, the Justice Department and FBI announced they had seized internet domains used by two hacking platforms, “QScan” and “QTRouter”, which they say were operated by a China-based firm, Nanjing Xinjiuwei Network Technology Company. Court documents unsealed in California identify the group behind the platforms as “QTFY”, which allegedly provided services to China’s Ministry of State Security and the People’s Liberation Army.

According to an FBI affidavit, the intrusions began in 2018 and continued into 2026, targeting networks including the Department of Energy, the Department of Health and Human Services, and the National Institutes of Health alongside the headline agencies. FBI Director Kash Patel described the operation as disrupting a “global botnet and hacking platform” used against US critical infrastructure.

The domains qtproxy.xyz, qt-proxy.org and qt-team.com have been taken over and now display a law-enforcement notice, marking a rare public step to expose and disable Chinese-linked cyber tools inside the US.
