Chicago – August 05, 2025

The Trump administration announced it would reduce terrorism prevention funding for New York City. This decision came just days after a gunman killed four people in a Manhattan office building. According to a grant notice from the Federal Emergency Management Agency (FEMA) posted on Friday, New York City will receive $64 million less this year from its Urban Area Security Fund.

The program, created by Congress, is meant to help cities protect themselves from terrorist attacks. However, a spokesperson for the New York State Division of Homeland Security said it made no sense to cut funding, especially with the increased threat of attacks.

Manhattan has experienced two high-profile attacks in the past year, including the most recent one in late July, when a gunman with an assault rifle killed four people in an office building that houses the NFL and major financial firms.

New York Governor Kathy Hochul expressed concern in a letter to U.S. Homeland Security Secretary Kristi Noem, questioning why the Trump administration had not announced the amount of funding for each city this year. FEMA did not provide a reason for cutting New York’s funding when asked.

FEMA uses factors like city population, visitor counts, and risk of terrorism to decide how much funding each city gets. The agency might adjust the funding amounts later.
