Chicago – February 20, 2026

Virginia’s Democratic-controlled legislature on Friday passed a new congressional map designed to flip four U.S. House seats currently held by Republicans, marking a bold move in the escalating national redistricting battle ahead of the 2026 midterm elections.

The map, which awaits the signature of Democratic Governor Abigail Spanberger, is contingent on voter approval of a constitutional referendum scheduled for April 21. Virginia currently holds a 6-5 Democratic-Republican split among its 11 congressional seats, but the redrawn districts could shift that advantage to as many as 10 seats favoring Democrats.

Democrats have framed the effort as a direct counter to President Donald Trump’s push for Republican-friendly redistricting in states like Texas, Missouri, North Carolina, and Ohio. However, legal challenges remain, as Republicans have contested the process in court, arguing the referendum was improperly scheduled.

Governor Spanberger has endorsed the measure, stating Virginia “has the right and responsibility to be responsive” to redistricting changes occurring nationwide. Early voting for the April referendum begins in March.
