The U.S. Senate has overwhelmingly approved a sweeping Russia sanctions package championed by the late Senator Lindsey Graham, advancing one of his key legislative priorities. The bipartisan measure, passed by an 86-11 vote, seeks to increase economic pressure on Russia over its war in Ukraine.
The legislation, named the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, would impose sanctions on Russian officials, oligarchs, financial institutions, state-owned enterprises and entities supporting Moscow’s war effort. It also targets Russia’s so-called “shadow fleet,” which is used to help circumvent international sanctions.
A major provision would give President Donald Trump authority to impose tariffs of up to 100% on imports from major buyers of Russian oil and gas. Countries including China and India could potentially face such measures, raising concerns about the broader economic impact.
The bill also strengthens sanctions related to Iran. Supporters say the legislation could reduce Russia’s energy revenues and increase pressure on President Vladimir Putin to end the war in Ukraine.
The measure now moves to the House of Representatives, where lawmakers will consider its provisions before it can reach the president.
