Nightline: Harvard and University of Toronto Announce Contingency Plan for Graduate Students Amid U.S. Visa Challenges

Chicago – June 26, 2025

Harvard University and the University of Toronto have come up with a backup plan to help certain Harvard graduate students continue their studies in Canada if they cannot return to the U.S. because of visa problems. This plan comes after the U.S. Department of Homeland Security tried to stop Harvard from enrolling international students. However, a judge has stopped that decision for now.

The plan is for students at Harvard’s John F. Kennedy School of Government who cannot return to the U.S. due to visa issues. These students would be able to continue their education through a special program at the University of Toronto’s Munk School of Global Affairs and Public Policy. The program would offer classes taught by both Kennedy School and Munk School professors.

This plan is being shared to help students feel more certain about their future. However, it will only be used if enough students are unable to enter the U.S. because of visa or travel restrictions. The program is available for international students who have already completed one year of study at Harvard.
