Chicago – July 27, 2026

President Donald Trump’s administration is facing pressure to extend waivers allowing Chinese critical minerals imports beyond the January 1, 2027 deadline, as U.S. manufacturers struggle to secure alternative supply chains in time.

The defense industry and other manufacturers are now just over five months away from federal regulations requiring elimination of Chinese-sourced critical minerals for national security applications. However, domestic processing capacity remains insufficient to meet demand, with the U.S. still importing approximately 80% of its rare earth elements.finance.

Despite Trump’s earlier agreements with Australia, Malaysia, and Japan to diversify supply chains, China maintains control over roughly 70% of global rare earth mining and 90% of processing capabilities. Industry executives warn that abrupt restrictions could disrupt production of semiconductors, electric vehicles, and defense systems.

The White House established Project Vault, a $12 billion strategic mineral reserve, in February 2026 to buffer against supply shocks. Nevertheless, experts note that developing domestic mining and refining infrastructure requires years, not months. Treasury Secretary Scott Bessent has acknowledged the challenge, stating that “self-reliance cannot be achieved in the short term.”

Administration officials are reportedly considering temporary exemptions to prevent economic disruption while accelerating alternative sourcing initiatives.
